Severed Trust
Malcolm Powell lost his right leg in a gardening accident in 1999. The
Benefits Agency told Powell he needs to re-apply for benefits every two
years to prove his condition hasn't changed. Powell, who can't work and
is confined to a wheelchair, relies on Disability Living Allowance and
other benefits to support himself and his wife Jean.
A spokesman for the Benefits Agency says entitlement does not depend on
the disability, but on the needs arising from it.
"When I told the Benefits Agency that I hadn't noticed my stump had grown,
I was accused of being facetious. I am so angry with the way the system
works. The Benefits Agency told me that I would have to re-apply again
this July and every two years after in case my disability changes," Mr.
Powell told the Western Mail. "It is obvious to everyone that I only have
one leg. I can't lead a normal life because of it and I never will."
A Benefits Agency spokesman added "A disability itself may be permanent
but needs can and do change over time. Consequently, awards become incorrect
over time with some getting too much benefit and others getting too little."
This story is proof how limp government policies are designed to get a
leg-up on honest people.
